YYC Tuesday Night 2011 Sailing Instructions

 

Preamble – The Tuesday Night Series is intended to be a casual and more relaxed form of racing.  We hope to encourage new racers, families, cruising sailors, and potential new crew to enjoy, and/or be introduced to the sport.  This is not to say that the racing rules are to be ignored; indeed the series offers an opportunity to learn the rules from the more experienced skippers and crew members.  The race committee requests everyone’s cooperation in the spirit of what is intended.

 

1. Rules -Races will be governed by the RULES as defined in the Racing Rules of Sailing (RRS), except as any of these are changed by these sailing instructions.

 

2. Entries - To be eligible, a yacht must pay an entry fee of US $35 or CAN $35.  Payment may be made either in the form of a check payable to Ed Rogers 390 Oak Street, Youngstown, NY 14174, or by cash, US $35 or CAN $35 given to the Tuesday Night Race Committee aboard the Blue Moon.  Unofficial PHRF handicap assignments will be made by the race committee.  A PHRF certificate is not required.  No flying sails are allowed.

 

3. Notices to Competitors - Notices to competitors will be posted near the YYC launch service building and/or announced over VHF Channel 68.

 

4. Disclaimer of Liability – Competitors participate in races conducted under the governance of these instructions participate entirely at their own risk.  See Rule 4, Decision to race.  By participating in these races, all race participants shall be deemed to recognize, understand, and assume all risks arising out of such activity.  The organizing authority and the Youngstown Yacht Club (“YYC”) do not accept, and affirmatively deny, all liability for property damage or personal injury or death sustained in, arising from or in connection with, or prior to, during, or after the races, howsoever caused.

 

5. Changes in Sailing Instructions - Changes to the sailing instructions will be posted before 1730 hrs on the day they will take effect.

 

6. Signals Made Ashore - Signals made ashore will be displayed at the YYC flag pole.

The D. Hooper Series will also be used to makeup abandoned or postponed races from the Mies, Founder’s and/or Kress Series.  D. Hooper Series, and other late season races, will be held in the Niagara River, unless otherwise designated by the Race Committee.  The following sequence will be utilized for the scheduling of makeup races:

 

First Race abandoned or postponed in the Mies Series.

First Race abandoned or postponed in the Founder’s Series.

First Race abandoned or postponed in the Don Kress Series

Races abandoned or postponed in chronological order beginning with the first scheduled race.

 

If a scheduled makeup race is not completed it will be rescheduled until completed, provided makeup dates remain.  All D. Hooper Series races will be counted as a series separate from the Season Championship.  September Extension races will be scheduled per RC and weather conditions.  Verify with RC or YYC launch.

 

8. Racing Area - The racing area will be the fixed marks of the YYC/NOLSC Olympic Circle as shown in Illustration A, attached, or as designated by the RC.  The RC plans to monitor Channel 68.  For the Doug Hooper Series, races will be started and finished in the Niagara River unless otherwise designated by the RC.  Watch the RC boat and listen on VHF Channel 68 for instructions.

 

9. The Course - The diagram in Illustration B shows the race marks to be used.  The Race Committee will display the mark numbers indicating the order in which each mark is to be rounded (corresponding to the chart on Illustration B – YYC/NOLSC Olympic Circle).  All marks shall be left to port unless otherwise indicated by the RC.

 

Note:  For races with River Starts and/or Finishes, race marks may include marks not in the YYC/NOLSC Olympic Circle, as described in the “Table of Additional Race Marks” following Illustration B.

 

10. The Start - Races will be started using Rule 26 with the warning signal given 5 minutes before the starting signal.  There will be one or two starts.  There will be an approx. 1-minute delay between sequences.  The Race Committee will determine the number of starts each night.  Boats whose warning signal has not been made shall avoid the starting area.

 

Note:  All boats should check in with the RC by sail-past or VHF Channel 68 prior to the first warning signal.

 

 

The Class flag for A Fleet (Rating TBD) will be the numeral pennant one (1).

The Class flag for B Fleet (Rating TBD) will be the numeral pennant two (2).

 

The starting line for Lake Races will be between the orange flag on the race committee boat and the first mark designated on the course display.  The starting line for River Races will be between the orange flag on the race committee boat and the NOLSC Flagpole.

 

11. The Finish - The finishing line for Lake Races will be between the orange flag on a race committee boat and the nearby mark.  The finish line for River Races will be between the orange flag on a race committee boat and the NOLSC Flagpole. 

 

Note:  Any competitor who drops out of a race shall inform the RC on VHF Channel 68.

 

12. Time Limit - The time limit will be two (2) hours from that fleet’s start.  Boats failing to properly (as defined per Rule 28.1) finish within thirty (30) minutes after the first boat of their fleet properly finishes or within the time limit, whichever is later, will be scored Did Not Finish (DNF receives +2 of yachts finished).

 

13. Protests – Due to the casual nature of this series, protests are not encouraged but will be received. Protests shall be delivered in writing to the Race Committee within one-and-one-half ( 1.5 ) hours after the time of the last boat's finish.  Protests will also be received by fax (716) 745-7365 or e-mail yyc@roadrunner.com within the above noted time limit.  This modifies RRS 61.3.

 

14. Scoring - The Low Point scoring system (Appendix A) basics will apply.  One race must be completed to constitute a series.  If four (4) or five (5) races are completed, a boat’s worst score for that series may be excluded.  The score for the season championship will be determined by the best nine ( 9 ) finishes from the Mies, Founder’s, and Kress Series.  PHRF - LO  “Time On Time” calculating method will be used.  Boats scored DNC (Did not come to the starting area) will receive +1 of the number of boats in the best attended race of that series.

 

There will be separate scoring for the Racing Fleet and the Fun Fleet.
